2013 California Building Standards Code Adopted

New energy code, accessibility standards, green building and water use modifications SACRAMENTO, Calif.--(BUSINESS WIRE)--The California Building Standards Commission announced today the adoption of the 2013 California Building Standards Code. The adoption of the 2013 code comes after a comprehensive multi-state agency and stakeholder update of the 2010 building codes. The Department of Housing and Community Development, Division of the State Architect, Office of Statewide Health Planning and Development, Office of the State Fire Marshal, Department of Public Health, the California Energy Commission, industry stakeholders and members of the public participated in the development of the new code. The California Building Standards Commission is responsible for administering the state’s building standards. The thirteen volume code is published on a triennial basis. Updates are issued during an eighteen month intervening cycle. The new code will be published online and available for purchase on July 1, 2013. NCCCO Launches Online Certification Verification System

FAIRFAX, Va., Jan. 28, 2013 /PRNewswire-USNewswire/ -- The National Commission for the Certification of Crane Operators (NCCCO) today launched an online system that allows the credentials of CCO-certified individuals to be instantly verified via the Internet. Access to the new system, known as Verify CCO Online or "VCO," is through the NCCCO website www.nccco.org or via a special address, www.verifycco.org. After registering and logging in, users simply enter a certification number and the system provides a listing of all associated certifications, together with their expiration dates. VCO can be accessed at any time from nearly every device with an Internet connection, including computers, smartphones, and tablets. "Providing this access to the NCCCO national certification database allows an individual's CCO certifications to be checked with a few keystrokes, 24/7, 365 days of the year," said NCCCO Commission Chairman, Ellis Vliet. New Construction Regulations Enhance Accessibility

SACRAMENTO, Calif.--(BUSINESS WIRE)--The Department of General Services’ (DGS) Division of the State Architect has announced the adoption of updated accessibility standards for the 2013 California Building Code that—for the first time ever—align existing California and federal access regulations for everything ranging from parking spaces and hand rails to housing. The result is a single set of requirements which meet both state and federal accessibility requirements and enhance accessibility for all Californians. The Division of the State Architect develops and maintains accessibility and historical buildings standards and codes utilized in public and private buildings throughout California. In addition, the group also has oversight responsibility for design and construction of K-12 schools and community colleges. “Adoption of the 2013 California Building Code provides clarity and consistency for both the general public and code users such as architects, contractors and building officials,” said State Architect Chet Widom. US Home Construction in 2012 Highest in 4 Years

By MARTIN CRUTSINGER AP Economics Writer U.S. builders started work on homes in December at the fastest pace since the summer of 2008 and finished 2012 as their best year for residential construction since the early stages of the housing crisis. The Commerce Department said Thursday that builders broke ground on houses and apartments at a seasonally adjusted annual rate of 954,000. That's 12.1 percent higher than November's annual rate and nearly double the recession low reached in April 2009. For the year, builders started work on 780,000 homes. That's still roughly half of the annual number of starts consistent with healthier markets. But it is an increase of 28.1 percent from 2011. And it is the most since 2008 — shortly after the housing market began to collapse in late 2006 and 2007. Steady job gains, record-low mortgage rates and a tight supply of new and previously occupied homes available for sale have helped boost sales and prices in most markets. That has made builders more confident. "The strong rise in single-family starts is a clear indication of builder confidence in the sales outlook," said Pierre Ellis, an economist at Decision Economics, in a note to clients. In December, the pace of single-family home construction, which makes up two-thirds of the market, increased 8 percent. It is now 75 percent higher than the recession low reached in March 2009. Apartment construction, which is more volatile, surged 23 percent last month. Applications for building permits, a sign of future construction, inched up to a rate of 903,000 — a 4 ½ year high. Confidence among homebuilders held steady in January at the highest level in nearly seven years. But builders are feeling slightly less optimistic about their prospects for sales over the next six months, according to a survey released Wednesday. In November, sales of previously occupied homes rose to their highest level in three years, while new-home sales reached a 2 1/2-year high. Those factors have helped make homebuilders more confident and spurred new home construction. But homebuilders' are still warily watching the current standoff in Washington between President Barack Obama and Congress over several approaching budget deadlines, including the need to boost the nation's $16.4 trillion borrowing limit. Though new homes represent less than 20 percent of the housing sales market, they have an outsize impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to data from the homebuilders association.

New Rain Sensor for Automated Window and Vent Closing

Limitations in previously available sensor technology has made this seemingly simple task very difficult. Hydreon Corporation of Minnesota has introduced the RG-11 Optical Rain Gauge. With the RG-11, applications such as greenhouses, agriculture, and louver vents are enjoying simple and effective ventilation, and properly closing the ventilation in the event of a downpour. In some cases these systems can replace far more costly and less efficient air conditioning systems. The RG-11 Rain Gauge is an optical sensor, and is sensitive to even tiny amounts of rain. In contrast, rain sensors used in irrigation do not detect rain until several millimeters have already fallen. That is far too insensitive for most window-closing applications. Further, and in contrast to other sensing technologies, the RG-11 stops sensing rain when the rain stops. It does not need to wait for the water to evaporate. The Hydreon RG-11 is based on the same principle used in automotive windshield wiper control system. Consequently, it is immune to external contaminants, a problem which plagues conductive rain sensors. DIP switches within the device set the sensitivity, and the RG-11 can be set to various modes of operation. The device may be set as a simple on/off "it's raining" indicator, or used to emulate a tipping bucket where qualitative measurement of rainfall rate is desired.
