Fiberglass Composite Panels for Storm and Ballistic Protection

Architectural armoring has long been treated as two separate disciplines: storm protection and ballistic security. Today, a single, tested, code-compliant fiberglass composite panel assembly can address both. This course reviews the ICC 500, International Building Code® (IBC®), and FEMA P-361 framework for storm shelters; UL 752 and ASTM standards for ballistic and forced-entry resistance; the performance characteristics of fiberglass composite panels; and the coordination needed to specify, install, and document a compliant protective envelope.

Upon completion of this course, the Learner should be able to:

  • Identify the code triggers and regulatory framework—ICC 500, IBC, and FEMA P-361—that determine when a storm shelter is required to protect building occupants during extreme wind events.
  • Explain how risk assessment establishes ballistic threat levels and how ICC 500, UL 752, and ASTM F1233 testing classify storm and ballistic-resistant materials for life-safety compliance.
  • Compare the impact-resistance performance of fiberglass composite panels against steel, acrylic, polycarbonate, and aramid and describe how delamination absorbs wind-borne debris and ballistic impact energy.
  • Describe the installation coordination and the division of design responsibility among the architect, manufacturer, and project stakeholders needed to deliver a code-compliant, life-safety-rated assembly.
