National Home Performance Council Announces Release of Key Ingredient to Successful Rebate Programs: Model Forms

WASHINGTON, Dec. 1, 2010 /PRNewswire-USNewswire/ -- The National Home Performance Council released a set of model forms that are designed for use by a national, state, or local government to provide rebates to consumers who make energy-efficiency improvements to their home. The model forms were originally designed for the program detailed in the Home Star Retrofit Act of 2010, H.R. 5019, which passed the U.S. House of Representatives last year and has been introduced, with bi-partisan cosponsors, in the U.S. Senate. In this legislation, the NHPC was tasked with providing recommendations on the forms that would certify the rebates to the U.S. Department of Energy. The NHPC worked with a group of stakeholders to develop these forms, which can now be used by any government, large or small, to put forward a cost effective energy rebate program.
