Roofing Association Urges Delay of Costly New Reroofing Law

WINTER PARK, Fla., Aug. 28 /PRNewswire-USNewswire/ -- Calling it too expensive and unenforceable the Florida roofing industry's trade association is requesting the postponement of a law that would require many Florida homeowners to spend thousands of additional dollars when they replace their roofs. The My Safe Florida Home Hurricane Mitigation Damage Program law is currently set to take effect October 1. Among other things it will require that many homes built prior to 2002, valued at $300,000 or more and located in the higher wind areas of the state, must have mandatory roof-to-wall connection upgrades made when the roof is replaced. "This will add tremendous cost to the replacement of the roof," said Steve Munnell, Executive Director of the Florida Roofing, Sheet Metal and Air Conditioning Contractors Association (FRSA). "On a $12,000 roof replacement it could easily add other $6,000." The association is urging Governor Charlie Crist and Florida House and Senate leaders to take action when the legislature meets in special session next month to postpone the law for one year. This will allow time for the construction industry, building official, the insurance industry and legislators to work on a new mitigation plan that will work. Rules currently being developed by the Florida Building Commission to implement the law require that portions of the roof deck around the perimeter be removed so that roof-to-wall attachments can be made. Munnell explained that this presents a number of problems. "Roofing contractors are not licensed to do this kind of work. It is structural and must be done by a contractor licensed to do structural work," explained Munnell. "This would be a general, residential or building contractor. This means there would have to be a separate contract and another building permit. It will get expensive in a hurry." The law does allow the homeowner to cap their additional cost for the structural improvements at 15 percent of the contract price. On a $12,000 reroof this means they would be required to spend not more that another $1,800 and the contractor would only be able to provide partial structural improvements. Munnell said this is a very bad provision. "You are telling the homeowner that they are required to spend another 15 percent which means they end up with roof-to-wall improvements to maybe 20 percent of the roofing assembly," explained Munnell. "They think they have made their homes more wind resistant, but have they really? In our opinion they have not." FRSA also believes the law will lead to an increase in unlicensed and illegal contracting activity as homeowners seek to avoid the extra cost of a new roof. The result will be roofs that are not installed and inspected as the building code requires. If they fail the homeowner will have little recourse. FRSA is not the only group urging that the law be postponed. During their meeting in Tampa last week members of the Florida Building Commission voted unanimously to support a move seeking a delay in the law until October 1, 2008. The Building Officials Association of Florida (BOAF), Florida Homebuilders Association (FHBA) and insurance industry representatives all urged commissioners to support the delay as they also believed the new law will be impossible to enforce.

"The people of New Orleans have spent two years doing all they can to reclaim their city," said Angela Glover Blackwell, founder and CEO of PolicyLink. "But the scale of the disaster is so immense that a true recovery is not possible without the resources, expertise, and leadership of the federal government." In the vital arenas of housing, jobs, and schools, there are some visible signs of recovery: - The city's population has returned to nearly two-thirds of its pre- Katrina size. MIAMI & PANAMA CITY, Fla.--(BUSINESS WIRE)--Planners unveiled this week the design concept and master plan for Huckelberry Creek, a new town of winding paths, nature trails and walking friendly through mixed-use neighborhoods for 5,000 homes set amid a natural creek and lake. The plan evolved from a weeklong charrette conducted by Duany Plater-Zyberk & Company (DPZ) involving scores of elected officials, administrators, landowners, engineers, biologists, environmental scientists and local residents. Steel Industry Encourages Consumers to Build Stronger WASHINGTON, Aug. 21 /PRNewswire-USNewswire/ -- When asked what construction material they would prefer when framing their house if living in an area prone to hurricanes, 69 percent of homeowners prefer steel as their material of choice. The survey, conducted by the global research firm Harris Interactive, also found that 42 percent of consumers say that steel is the roofing material they would prefer if living in an area that could be affected by hurricanes. These findings indicate that consumers recognize the important role that steel plays in protecting their homes and families. Steel framing can be designed to resist damage by high winds associated with hurricanes, allowing the structure to stay intact, and today's steel roofing can withstand wind speeds up to 150 mph. In addition, steel framing does not contribute to the growth of mold and mildew. In the aftermath of a hurricane, flooding usually occurs, leaving homes susceptible to mold and mildew, which are known to pose health risks, especially to those with asthma and other respiratory ailments. Building with steel also helps preserve natural resources and creates less waste, because 100 percent of steel is recyclable and can be salvaged from the clean up debris. Global Survey Shows 'Green' Construction Costs Dramatically Lower Than Believed

Survey Finds Green Costs Overestimated by 300% and a Need to Foster Zero Net Energy Construction NEW YORK, Aug. 21 /PRNewswire/ -- Key players in real estate and construction misjudge the costs and benefits of "green" buildings, creating a major barrier to more energy efficiency in the building sector, a new study by the World Business Council for Sustainable Development (WBCSD) reports. Respondents to a 1400 person global survey estimated the additional cost of building green at 17 percent above conventional construction, more than triple the true cost difference of about 5 percent. At the same time, survey respondents put greenhouse gas emissions by buildings at 19 percent of world total, while the actual number of 40 percent is double this. The findings are disclosed in a new report titled "Energy Efficiency in Buildings: Business Realities and Opportunities," which summarizes the first phase of the WBCSD's project. New PHA Senior Development is Totally Green

The new senior development, to be located at 25th and Glenwood, will have a 20,000 square foot "green roof" with natural vegetation three inches deep. Besides saving energy and preserving the environment, PHA's commitment to a totally "green building" helped speed its application for a building permit and will also help the agency in obtaining financing for the $23.4 million development. CH2M HILL Named EPC Contractor for New York Power Plant

The Future has to be 'Green' Says Construction

Almost 850 construction professionals took part in the CIOB survey that examined the industry's attitude towards climate change and the role of sustainable construction. Michael Brown CIOB deputy chief executive said, "From the survey we can see that there is clear concern about climate change and a desire to enforce sustainable construction but there is a lack of understanding about what is being done and what can be done to tackle these issues. The problem may lay in the fact there is still much debate among experts and political leaders concerning possible solutions and the affect that they will have in reducing climate change. What is certain is that reducing waste and carbon emissions from buildings will not only help the environment but is also profitable to businesses. From these results we can see that there is no debate to be had within the construction industry in regards to the direction that needs to be taken, but reaching these people with everyday solutions and practical changes seems to be where the 'green revolution' is falling short." The study clearly shows that awareness within the industry has been heightened in regards to environmental issues and their implications for the future of the industry: 98% of respondents accept that construction has a role to play in climate change, 91.4% believe that this role is either important or vital to climate change, 94.6% believe that 'green' building is the future for construction, and 86.2 % believe that there are financial benefits to producing energy efficient buildings. Further results show that the industry itself sees the importance of sustainable building however 67% of respondents felt that the current UK building regulations do not go far enough to create energy efficient buildings. In addition, building regulations were seen as the most valuable way for the built environment to reduce C02, with the majority believing that building regulations were enforceable. This would suggest that the industry would like to see a more forceful and demanding set of regulations in place to drive sustainable development and market demand. Methane gas found in coal seams can be highly volatile and it is a major cause of underground explosions. Historically it has been vented into the atmosphere. By capturing the previously vented methane gas and converting it into electricity, the Caterpillar generator sets will significantly reduce greenhouse gas emissions, improve mine safety and increase the capacity of the local power grid. Sustainable Construction Project at Alcoa’s Juruti, Brazil Site Wins Prestigious Architecture Award

NEW YORK--(BUSINESS WIRE)--Alcoa announced today that its Juruti bauxite mining project in Brazil was recognized recently during the IV Corporate Architecture Grand Prix, a corporate architectural awards program promoted by Brazilian publishing house Flex Eventos. Architect Márcio Mazza won the prestigious award in the Sustainability Category for extensive use of sustainable materials in the construction of the Juruti site. Building coverings are composed of tiles made from recycled plastic and aluminum toothpaste tubes, as are the building’s inner divisions and ceilings. Traditional aluminum tiles are also used. The coverings that protect the new buildings in Juruti were planned after researching the large huts made by the Ianomâmi Indians. According to Mazza, the building’s verandahs also house various functions. “The buildings were strategically distributed to create large covered spaces, thus creating large shady areas for moving between the buildings, covered squares, gardens, etc. The project, therefore, adopts a typical regional solution, since Juruti was founded by two tribes – Munduruku and Muirapinima – and even today has a large population descended from these people,” the architect concludes.

This universal testing protocol can be adopted and utilized by other state and federal agencies for in-use emission testing. The project is sponsored by NYSERDA in collaboration with the New York State Department of Environmental Conservation (NYSDEC) and supplemented by a grant from the U.S. Environmental Protection Agency's (EPA) National Clean Diesel Campaign. The purpose of the program is to evaluate and improve diesel emissions from off-road equipment, generate emission factors with and without control technologies and assess the performance of the control technologies tested using a standard in-use testing protocol developed under the program. "NYSERDA is eager to have these results from Southern Research, as increased scrutiny and emphasis on reduction of diesel exhaust pollution is critical," said Paul D. Tonko, president and CEO, NYSERDA. "This focus on off- road vehicles, typically used in construction, is an important element in understanding how emission-control technologies can play a role in improving air quality in the New York City Metropolitan Area and statewide. We are pleased to cooperate with several government agencies in this project." "Reducing the emissions of diesel pollution is a crucial component of EPA's strategy for cleaner air and healthier Americans," said Alan J. Steinberg, Regional Administrator, EPA. "Diesel emissions are a significant source of pollution and a risk to public health, but together with our partners, we are moving America toward a cleaner, healthier, more productive future." Southern Research, together with Environment Canada and NYSDEC, has completed nine of the 15 planned tests on diesel construction equipment operated by the New York City Department of Sanitation. In addition to the 15 planned in-use emission tests, Southern Research and its partners, Environment Canada and Emisstar, are managing the demonstration of 13 additional technologies. Nett Technologies, Clean Air Systems, Engine Control Systems, Extengine, Airmeex, Donaldson, HUSS, DCL, Airflow Catalyst Systems and Johnson Matthey (via Caterpillar) have all provided technologies for the project. "The Department of Sanitation is pleased to participate in this off-road field testing project especially since the department is nationally known for using innovative technology," said John J. Doherty, Commissioner, New York City Dept. of Sanitation. "We are always looking for new ways to improve our services while reducing truck emissions and being environmentally friendly to the areas we serve." The demonstration and in-use testing of a variety of passive, active, and flow through diesel particulate filters, diesel oxidation catalysts, and a selective catalytic reduction system on the DSNY non-road construction equipment will provide needed information on the effectiveness of these technologies in novel applications, in addition to providing significant reductions in emissions from the DSNY fleet. "This is an important initiative to help control air pollution caused by emissions from existing diesel engines," said Stephen Piccot, director of Environment and Energy Research at Southern Research Institute. "Our collaborative approach will provide important performance, economic, and operational information that will be invaluable in designing future diesel retrofit programs, not to mention developing better air quality policies and equipment usage guidelines." More information will be available about this program in a report that will be issued at the conclusion of all testing. An event to discuss the project and its results with others interested in emissions control and new technologies is tentatively being planned for the spring in 2008.
