The South Carolina Legislature restructured a significant portion of state government in 1993. Effective Feb. 1, 1994, Act 181 created the South Carolina Department of Labor, Licensing and Regulation (LLR). It merged the Department of Labor, Office of State Fire Marshal and 38 professional and occupational boards to form the new agency.
